Occupation Certificates are the final regulatory hurdle before a fitout can be legally occupied. For most tenants, they are also invisible until something goes wrong. The fitout looks finished, the furniture is in, staff are ready to move, and then the certifier identifies issues that prevent sign-off. In the majority of cases, the issues that stall certification are not structural failures or dramatic code violations. They are partition-related design and construction details that were overlooked, under-specified, or assumed to be someone else’s responsibility.
Partition problems are disproportionately represented in delayed Occupation Certificates because partitions sit at the intersection of fire compliance, acoustic performance, accessibility, and spatial layout. A wall that looks finished to the eye may still be non-compliant in ways that only become apparent during formal inspection. And because partitions are typically among the last elements to be completed and inspected, any issue found at that stage lands directly on the critical path with no programme buffer left to absorb it.

By the time a certifier walks the site, every partition is visually complete. The problem is that visual completeness and regulatory compliance are not the same thing.
Certifiers are looking at documentation, junctions, fire ratings, accessibility clearances, and compliance with the approved plans. These are details that can be physically concealed behind finished surfaces. A plasterboard wall may look perfect but lack the correct fire-rated insulation in its cavity. A glass partition may appear complete but be missing its required manifestation markings. A doorway may be the right width on the plan but have hardware that does not meet the relevant accessibility standard.
Because these issues are hidden behind finishes, they are often not caught during routine site supervision. They only emerge when the certifier conducts their formal inspection, and at that point the fitout is days or hours from intended handover.
Fire-Rating Gaps in Plasterboard Partition Construction
Fire rating is the single most common source of partition-related certification delay. The Building Code of Australia requires fire-rated construction to maintain compartmentation between certain zones, and fire-rated plasterboard partitions must be built to the specific tested system that was nominated in the design documentation. That means the correct number of plasterboard layers, the correct insulation type and density, the correct framing centres, and the correct junction details at the ceiling, floor, and intersecting walls.
Where certification stalls is usually at the junctions. A fire-rated wall that terminates at the ceiling must continue to the underside of the slab above, not simply stop at the ceiling grid. If the ceiling is a suspended tile system, the partition must extend through it to form a continuous fire barrier. The purpose is to make the glass visible to people walking through the space, reducing the risk of collision.
The manifestation rules specify the height bands where markings must be applied and the contrast requirements for visibility. Despite being straightforward in concept, manifestation is one of the most commonly missed details in glass office fitouts. Partitions are installed, frosting or film is applied based on aesthetic preference rather than compliance requirement, and the markings end up in the wrong position, at the wrong contrast level, or missing entirely from panels that required them.
Certifiers check manifestation during their walkthrough, and missing or non-compliant markings will hold up sign-off. The fix is usually quick once identified, but the delay to the programme and the coordination required to get film installers back on site at short notice adds cost and disrupts the handover schedule.
Accessibility Clearances and Door Hardware
Accessibility compliance under the BCA and the Disability Discrimination Act requires certain minimum clearances at doorways, including the width of the opening, the approach space on both sides, and the type and height of door hardware. These requirements apply to all accessible paths of travel within the tenancy, which in most office fitouts means the primary circulation routes, accessible bathrooms, and any room that must be accessible to all occupants and visitors.
Partition design affects accessibility compliance in several ways. The partition thickness determines the reveal depth at the door opening, which can reduce the effective clear width. The door type, whether hinged, sliding, or pivot, determines the approach space required. And the hardware selection must allow single-handed operation without tight grasping or twisting, which rules out some common commercial hardware options.
Where these details are not coordinated during design, they tend to surface during certification. A door opening that measures 820mm on the plan may only deliver 790mm of clear width once the frame, partition lining, and hardware are installed. That 30mm shortfall is enough to fail the accessibility check and require rework that typically involves modifying the partition framing, which in a fire-rated wall means re-certifying the fire system as well.
Inconsistencies Between Approved Plans and As-Built Conditions
Certifiers assess the fitout against the plans that were approved at the development or construction certificate stage. Any change made during construction that was not formally documented and approved creates a potential compliance gap. Partition layouts are particularly prone to this because they are often adjusted on site to accommodate services clashes, furniture layouts, or tenant change requests that occur during the build.
A wall that moves 200mm to avoid a sprinkler head may seem like a minor adjustment, but if that movement changes the room dimensions in a way that affects fire compartment sizes, accessibility clearances, or ventilation requirements, the certifier will identify it as a departure from the approved documentation. Resolving the departure either requires a formal amendment to the certificate, which takes time, or physical correction to match the approved plans, which takes time and money.
The way to prevent this is not to avoid changes during construction, which is unrealistic, but to ensure that every change to the partition layout is formally communicated to the certifier and, where necessary, approved before the work is completed. This requires a clear change management process, which many fitout projects lack because the compliance implications of seemingly minor changes are not well understood by all parties.
Acoustic Claims That Cannot Be Verified
While acoustic performance is not always a certification requirement in the strict BCA sense, many fitout approvals include acoustic performance specifications as a condition of the building manager’s or landlord’s consent. Where a plasterboard partition has been specified to achieve a particular sound rating, the certifier or landlord’s representative may require evidence that the installed partition matches the tested system.
This becomes a problem when the as-built partition differs from the specified system. Common variations include using a single layer of plasterboard where two were specified, substituting a different insulation product, increasing the stud spacing beyond the tested configuration, or leaving gaps at the junction between the partition and the ceiling. Each of these variations reduces the acoustic performance of the wall, and if the original specification was a condition of approval, the variation may need to be rectified or formally accepted before sign-off.
The difficulty is that acoustic performance cannot be visually verified. A wall that looks identical to a compliant wall may perform significantly worse if any of the cavity components differ from the tested system. This is why documentation matters. Building a genuinely soundproof plasterboard wall requires following a tested system precisely, and departing from that system without documentation creates a verification gap that can delay sign-off.
What Needs to Happen Earlier to Prevent These Delays
Every partition-related certification delay described above has the same root cause: a detail that was not resolved during design or not verified during construction, but was assumed to be correct until the certifier found otherwise. The fix is not more inspections at the end. It is better coordination at the beginning.
The partition design should be reviewed against the full certification checklist before construction starts, not after it finishes. Fire-rating details, accessibility clearances, manifestation requirements, and acoustic specifications should be confirmed in the documentation and communicated to every trade involved in partition construction. Any change during the build should be assessed for its certification impact before it is executed, not after.
